Mr. Fressell brings over 35 years of experience in structural assessments, building envelope restoration, and waterproofing solutions. As Director of Waterproofing & Restoration, he leads our Destin-based team in addressing complex maintenance and repair challenges for coastal mid- and high-rise buildings.

Prior to joining O’Connell & Associates, Mr. Fressell served as a Civil Engineer Team Leader and Contracting Officer’s Representative with the U.S. Army Corps of Engineers, managing large-scale restoration and waterproofing projects in marine environments. His expertise includes façade assessments, water intrusion mitigation, and restoration of curtain wall, window wall, and panel wall systems.

Mr. Fressell is a licensed Professional Engineer in Florida and Louisiana and is a Certified Cost Engineer. His strong background in quality assurance, forensic evaluation, and contract administration ensures practical, cost-effective, and durable solutions tailored to the unique needs of condominium associations, property managers, and restoration contractors.
